In Uganda, civilians cannot freely buy or carry personal defense devices like firearms or pepper spray without authorization. The law requires a firearm certificate issued under the Firearms Act, and recent amendments have further restricted access, especially to pistols and other weapons once available to licensed civilians. Non-lethal devices (like tasers or pepper sprays) may also fall under “weapons discharging noxious substances” and require ministerial approval
Pistols are now military-only, and even non-lethal sprays or tasers may require ministerial clearance. For practical civilian protection, Ugandans often rely on licensed private security firms, guard dogs, or surveillance systems rather than personal weapons.
